Hail forms when its is A. SUPER cold and B they first have to accumulate into raindrops and then freeze, so basically they water molecules are just forming into regular rain and then the temperature suddenly drops the raindrops freeze and turn into hailstones. Hope that helps!

Hail forms in cumulonimbus clouds through a process involving strong updrafts that carry moisture upward where it freezes. Ice pellets collect layers of water as they are cycled through warmer and colder parts of the cloud, eventually falling as hail when they become too heavy. This phenomenon typically occurs during severe thunderstorms.
