The answer is the value of 2 is 10 times the value of 2 in the number to it's right. If you just leave the 2 and 5 and put the other numbers as 0. You get 250,000 and 25,000. If you now take away the zeros you get 250 and 25. 250 divided by 25 equals 10.

The value of '2' in each number is 10 times smaller than the value of '2' in the number to its right. As we move from left to right among the numbers, the place value of '2' decreases, consistently reducing its value by a factor of 10. This pattern holds true for all transitions between the pairs of numbers given.
