I suspect it is Santiago in Chile. It seems as if it is a major city. It could also be Montevideo in Uruguay.

The southernmost major city in South America is Puerto Williams, located in Chile at about 54°S latitude. While Ushuaia in Argentina is more well-known, Puerto Williams is officially recognized as the southernmost city. This highlights the geographical distinctions between urban settlements in the southernmost region of South America.
