To round 961 to one significant figure, we look at the first digit, which is a 9. Since 961 is a three-digit number and we are only keeping the first significant digit, we need to consider the digit right after the 9, which is a 6. According to rounding rules, if the first dropped digit is 5 or higher, we round up. In this case, because the digit following the 9 (6) is greater than 5, we round up the number 9 to 10. Therefore, when 961 is rounded to one significant figure, it becomes 1000.

When rounding 961 to one significant figure, we look at the first digit (9) and the second digit (6). Since 6 is greater than 5, we round the 9 up to 10, resulting in 1000, which can also be expressed as 1.0 × 1 0 3 .
