Menes, often recognized as Narmer, is known for unifying Upper and Lower Egypt and founding the First Dynasty around 3100 BCE. However, he is not known for any attempts to change Egyptian religion from polytheism to monotheism; that was the endeavor of Akhenaten. Therefore, the correct answer is option C.
