There can only be two electrons on the first orbit, this applies to all atoms/ions save Hydrogen, which only has one.

The first electron orbital, called the 1s orbital, can hold a maximum of two electrons. This orbital is filled first in any atom's electron configuration. Both hydrogen and helium have their electrons housed in this inner shell.
