I think a poll with a random population would yield the best results out of the contained district.

They should conduct a random sample survey. Usually random sample surveys are used to find out the public opinion regarding certain policies. The most common way of carrying out a random sample survey is by telephone interviews. They are done pretty much the same way as polls during election campaigns. Telephone interviews can be very accurate since it only takes 200 interviews to get a 95% confidence rate with a +/- 7% error range. ;
