If you were to diagram the sentence (do they teach that anymore?) panel is the subject/noun and presides is the verb...you have to make the verb and noun agree. "of judges" is a prepositional phrase.

The correct word is "presides." So the sentence should be: "A panel of judges presides over the Supreme Court."
